Groan!! For the uninitiated, VGS became popularized in the 1980s, inspired by the Frank Zappa song, "Valley Girl", which referenced California girls. Today, it knows no geographic boundaries and it's sex and age agnostic. I work with a few people who speak like this -- highly educated people -- and I'm sorry, but they just sound ditzy. For crying out loud...you're from Boston! We know that's not your real accent! And I heard a man speaking it the other day; that was especially wrong.
Supposedly speech patterns come and go in regions. Isn't it time for this one to fade away again? I seriously have trouble keeping a straight face when talking to someone doing this. In my head I'm mimicking them rather than listening to them. Maybe we could use annoying behavior modification techniques to change the unsuspecting uptalkers? Like, every time a sentence goes up you answer it with your own real question:
VG: I'd like you to make changes to this report?
You: Would you like me to make changes to this report?
VG: Yes?
You: Well, if you're unsure, I can give you more time to think about it?
VG: No, I want you to redo it today?
You: Really? Me?......
